PUBLIC PLAYS PART IN

COLONY BLACK-OUT

Though conditions were not, such as would have 'encouraged raiders and were unsultable for official observation, Hong- kong's first black-out under wartime lighting restrictions was carried out last night. The original decision was adhered to because of the studious oficial campaign for the co-operation of the public. The extent of that co-operallon, as revealed in last night's black-out, must have been very gratifying.

The exercise met with much better support from the public than.on previous occasions, and unofficial observers reported that, when essential lighting was allowed for, the black-out could be considered well-nigh perfect. The official view will be released, when the reports of observers throughout the Colony are to hand, but it is more than likely to re-echo, the opinion expleased by the A.RP. Officer, Wing-Commander A. H. Steele. Perkins, after the completion of last night's exercise. "It was the finest black-out I have ever seen," he said.

During the period of complete black-out, exercises proper to such an emergency were carried out both in Hongkong and Kowloon.
