BERLIN, July 2-Herr Rudolf Hess, the Fuhrer's deputy, delivered a speech to-day at the regional con- gress at Kalverlautern, where, with- out referring directly to the speeches of British statesmen made during the last week, made several funda- mental declarations concerning Ger- nany's position.

He stated that since Versalles, Ger- many had learnt what it meant to be slaves of strong States, and there- fore it had been decided that Ger- many would never again be in that position.

Herr Hess went on to compare Britain and Ireland and Germany and Czecho-Slovakia, and said that Germany felt herself more securt since Czecho-Slovakia had become a protectorale.

Referring to the alleged encircle- ment policy, Herr Hess said it would never succeed in bringing Germany and her ally Italy into subjection,
