BRITISH WARSHIPS and steamers may be blockaded in Foochow Harbour as a result of the refusal of the British naval authorities to withdraw from the port.

It is understood that the Japanese have already commenced work on the construction of a boom across the entrance of the Min River.

In addition to the boom, the river entrance will be heavily mined.
