Paying a tribute to Viscount Holi- fax, in whose honour the dinner was held, Mr. Churchill stated: "We all, from various standpoints, accepted the policy which you

and Mr. Chamberlain have now proclaimed. If differences remain they will only be upon emphasis and method, upon timing and degree,"

The increase in Britain's strength and preparedness was a real old to Viscount Halifax and a potent factor in world peace. On the other hand, the foreign situation had deteriorated and Europe had been seriously alter- ed to Britain's disadvantage.

One other reservation he had made was that this was no time for half measures or halfhearted measures. Mr. Churchill here referred to the Soviet pact "without which no effec tive stability can be created or long maintained in Eastern Europe."--

Effect On Ships

Ships which were stopped off Swałów yesterday and advised not to enter the port included Jardine's Esang and the China Navigation Company's Suiyang, both of which reached Hongkong early yesterday morning.

The Esang arrived CAT Swntow about 5.30 a.m. yesterday and found there a concentivation of about 30 Japanese vessels, including trans- ports, destroyers, and cruisers. Planes were flying overhead, The Japanese appeared to be landing at that me.

Told that it was inadvisable to enter Swalow, the Esang continued on to Hongkong.

The Sulyang, arrived about an hour later, found much the same position. She was still about four miles off the port when she encoun tered Japanese ships and was worn- ed against entering the port.

The sailing of the Douglas steamer Hajching, which should have left Rengkong this morning, has been de-i ferred until further advice concern- ing received,
