It will be recalled that on June 6 the Canton Japanese Consul-General Issued a statement saying that the Fatshan would not be allowed to pro- ceed to Hongkong on June 8. The Consul said that the reason for this was that the British authorities were not respecting the spirit and letter of the memorandum concluded be- tween the British Consul-General and the Japanese.
