British Policy Is Praised

Tribute By Australian Premier

LONDON, May 10. CONSIDERABLE interest is shown in London in reports of the speech of the Australian Premier yesterday in the debate on foreign affairs in the House of Representatives at Canberra.

Mr. Menzies spoke of the magnificent example of the fore- bearance set by the United Kingdom in the last two years in dealing with European affairs, An endeavour had been made to. understand and show patience, but unfortunately the display of patience and goodwill had not secured the response it should have.

The Australian Prime Minister's Interpretation of the policy now being pursued by the United Kingdont Government hun special Interest,

because it is, at once authoritative, owing to the arrangements by which the dominion governments are kept fully and continuously informed by Whitehall, and detached owing_both to the constitutional position of the members of the Cominonwealth and Australin's remoteness from events in Europe.

DASIS OF BRITISH POLICY Mr. Menzies emphasised the basis k British policy was thot grievances were to be examined, it Thould be, not at the point of the sword, but at the conference fi

fable. There were, he said, no grievances or claims which the democratic countries were not prepared to examine without prejudice. If dic- tatorships refused to confer then, if war came, in Mr. Menzies' opinion the whole world would know by whose aggression it had come,

Scheme For Settling Refugees

In British Guiana Outlined

LONDON, May 10.

WHILE TERRITORY offered for the settlement of refugees in British Guiana was not an ideal place for refugees from the middle European countries, and was not considered suitable for immediate large-scale settlement, it undoubtedly possesses potentialities which would fully justify carrying out a trial settlement project on a substantial scale that would make it possible to determine how these potentialities

could be realised.

This summarises the conclu- sions of the commission appoint- ed to enquire into the possibili ties of large-scale settlement in British Guiana which were is sued to-day in the White Paper.

The report adds that every con- sideration of health, sanitation, work- Ing emciency and social well-being indicates that the unit of the settle- ment should not be family, but village.

The commission considers that colonists should be cliosen from young married," but childless" couples,"" and single young men and women of good health ond sturdy physique, and that approximately 3,000 to 3,000 people would be required in the first year to man the various projects.

In the arch available there were sufiable solls for permanent agricul- ture, and natural resources which make possible corelated industrial development, climate and health cou- ditions making settlement by Euro- penns feasible.

It is suggested that a number of receiving camps and trig settlements be started at the earliest possible date, with properly equipped techni- organisaion under competent

The approximate cost of the trial settlements over a period of two years with a population of 5,000 was estimated at $3,000,000-Router,

Gloomy Prediction By Minister

DUBLIN, May 10. INCOME-TAX in Eire is being increased by one shilling to 58. 6d. in the pound.

This announcement was made in the Dail by the Minister of Finance to-day, when he said that £1,169,000 would have to be found in fresh taxation this

year.

Other increases in taxation affect inter alia petrol and tobacco, and the Minister stated that the new taxes would contribute to an estimated revenue for the year of £32,622,000, leaving a small surplus of £11,000.

The budget reached the record of £35,710,000. Approximately £2,000,- 000 would be borrowed, Including £1,350,000 for defence.

The Minister declared that the position was stringent, but endurable so long us peace was maintained. If widespread war came, the dificulties. would be intensified beyond measure. Existing sources of revenue would dry up. It would bring the Irish people,

whether belligerent or neutral, only increased want, hard- ship, and insecurity.

Therefore they would earnestly sup- port those whose efforts may defer war and prolong peace, for the pro- longation of peace, if uneasy and pre- carious, is the only hope that next yone's budget will not be even more burdensome thun this. Reuter Special.
