Palestine Proposals Considered

CAIRO, May 1.

IT IS UNDERSTOOD that the British Cabinet this morn- ing studied definite proposals for a settlement of the Palestine problem, drawn up at the final meeting last night by the Palestinian Arabs and repre sentatives of the. Arab States, who were joined, for the first time by Indian Moslems.

The proposed settlement, which was handed to the British Embassy, Includes the following four points.

Firstly, in order that normality be restored, a National, Government, with Palestine Ministers assisted by British advisers shall be formed, with high posts, when possible, filled by qualified natives.

Secondly, Jewish emigration shall be limited to a further 75,000, includ- ing the illegal immigrants, over a five ultimately not to exceed a third of year period, the Jewish population the total population.
