“DOMEI'S" LONDON BUREAU reports that the Mediterranean Sea is now becoming the scene of the largest scale naval concentrations in its history in connection with the growing tension between the Anglo-French combination

and the Rome-Berlin axis.

The full-dress mobilisation of fleet forces by Great Britain and France in the Mediterranean Sea is under- stood to be connected with the manoeuvres of the German Fleet near Spain.

LONDON, Apr. 17. The Soviet Ambassador visited the British Foreign Office here to-day.

Embassy officials said that he would probably not see Lord Halifax and that his visit was to talk with a lesser British official as it concerns routine questions rather than the major Anglo-Russian negotiations which are now in progress.

When Parliament assembles on Tuesday. Mr. Cham- berlain will hardly be able to shed much new light on the Anglo-Soviet parleys when he replies to questions as, contrary to the flood of premature press reports, the talks are by no means on the verge of completion.

Hitler May Make Counter Proposal

V BERLIN, Apr. 17. THE IMPRESSION in political circles is that Herr Hitler will make some sort of counter-proposal to Presi dent Roosevelt, when he gives his reply to the President's appeal in the Reichstag on April 28.

Observers here do not . anticipate that Hitler is planning to close the whole matter with a categorical "No."
