JAPAN HAS hit upon a unique method of prevent-. ing foreign shipping from trading along the China coast and, at the same time. MĎ informing the world that there is no blockade.

Japanese naval authorities in Tsingtao, says a "United Press" mesange this morning, have an- nounced that vessels are now permitted to engage in trade and shipping between Tientsin, Tsingtao, Haichow and Shang- hai.

There is only one obstacle.

All such ships must be affiliated with the Chinese Shipping Federa-

tion.

This is a Jopantse organisation re- cently created in Tsingtao.

Meanwhile, barbed wire entangle- ments which were erected around the British and French concessions: at Tientsin and Tsinglao have not been removed, despite British pro-i tests.

At one stage the entanglements were 'electrified. Whilst they are no longer "live", they are still connected 10 sources of power, allowing in- stantaneous application if the Japan- ese desire to completely solite the) concessions.

Big U.S. Barter Scheme

New York, Apr. 11. Commodity circles are awaiting with great Interest detalls of the commodity barter plan proposed by Senator Byrnes, though at present little comment is he heard regard- ing it.

The plan seems to be generally approved by members of Congress, with the cotton Senators strongly favouring it as long as cotton in bar- tered at the current market price.

According to Dow-Jones, consum- mation of the plun is expected by in- formed officials to result in the export; of about 5,000,000 bales of cotton, against which, up to 600,000 long tans rubber might be acquired.-- Reuter,
