Thousands Fail To Qualify As Drivers

TONDON.-Until a few years ago anyone who wanted to drive a motor car might do so at least as far as getting a licence to drive one was concerned. In actual fact deaf men, dumb men and half-blind men, men subject to epileptic fits and all sorts of unfit people got licences merely by payment of the fee. To-day it is different, and since providing that a plaintiff shall not June, 1935, no one is granted a recover (unless the judge orders licence unless he or she is passed by otherwise) costs to a greater examiners who put the would-be than the damages awarded to him, driver through his paces on the rond This should prove a great boon to and in all sorts of conditions of road newspapers.

The Governor strongly condemned the way in which children, girls as well as boys, had been instigated to commit illegal acts, in the expecta tion that their youth would protect them from the consequences.

Constitutional means for redress of crievances existed in the Legislature.
