VER SINCE the Munich Agree- ment unsettled American isola- tionism, a struggle has been going on in Washington over defence plans for the United States. On one side were the military men who wanted careful, steady equip- ment for technical efficiency in defence. On the other were those who, led by President Roosevelt, thought in political and diploma- tic terms. The Army recommen- dations, which were finally adopt- ed yesterday, disclosed that the former had won.

A defence programme calling for a total expenditure of £500,- 000,000 does not measure up to the colossal £1,600,000,000 arms bud- get which Britain has undertaken this year: nevertheless, It is some- thing for the American people to think about,
