Kennard, editor of the Japan Chronicle, leading British-managed English newspaper in Japan, General Chang Ching-hui, the Manchukuo Premier, declared that here was no suggestion at present that Manchukuo should make an additional financial! contribution towarda Japan's mili- tary expenses in Manchukuo.

Premier Chang pointed out that Munchukuo was a young and momen- tarily weak state, so that it was both necessary and natural for her to con- Unue to rely on Japan's assistance.

STATED TO be one of the oldest drivers in the Colony, Kartar Singh, Indian garage owner, was charged before Mr. R. Edwards at the Central Magistracy this morning with boing in charge of a motor-car whilst under the influence of drink.

Trame Inspector S., C. Saunders said that about 7.45 p.m. yesterday. an Indian constable now defendant apparently asleep in n motor car opposits the Woncha! Market.

He was sitting in the driver's seat, but when the constable spoke to him- he did not answer.

The constable then assisted him out of the car and took him to No. 2 Police Station, where the European officer on duty thought he was under the influence of liquor and incapable of taking proper control of the car.

Driven Since 1912 Inspector Saunders added that defendant was one of the oldest drivers in the Colony, his record showed he had been driving since 1908, but this was rather doubtful because he did not think three were Hongkong at any motor cars in

that time. Defendant told the Court he had been driving in the Colony since 1012.
