The Navy Estimates for 1939 (Stationery Office, No. 60, price 7s. 6d.) were issued recently. They were ac- 'companied by a statement by the First Lord of the Admiralty and the customary Notes on matters of general interest (Cind. 5952, price 4d.). The First Lord's statement is as follows:-
