THE three experts appointed by Sir John Anderson, Minister for Civi- lian Defence, to consider the problem of air-raid shelters recommended re- cently that:

Every home

In a vulnerable

area should have a shelter;

Shelters should be distributed before an emergency;

They should be placed near to houses, but not inside them;

There should be immediate legislation to ensure thid nn new reddential building of whatever size or class lu erected without a shelter;
