RUTHENIA APPEALS TO RUMANIANS

BUCHAREST, Mar. 16.

PREMIER VOLOSIN of Ruthenia, who fled into Rumania 'on Thursday, has petitioned to the Rumanian Government to incorporate the entire district of Ruthenia into the territory of Rumania, it was revealed in informed quarters.
