TOKYO, Mar. 15.
"IT IS hardly necessary to mention that the Soviet Government must assume responsibility for any con- sequences, should she finally reject Japan's reasonable requests and fail to agree to an amicable settlement of the fishery dispute,"
This warning was issued to- day by the Japanese Foreign Mr. Arita. The Minister, Foreign Minister added that the Japanese Government was pre- pared to take the "most effective and adequate measures safeguarding Japanese rights and interests.

THE SECOND supplementary Budget for the year 1939-40 will be submitted to the Dlet to-day,
It provides for the expenditure of 199,440,000 yen, the par value of the ren being about equal to that of the longkong dollar.
The new Bl represents the last addition. to the budgets for the coming Bacal year. They include the expenditure of 4,805,000,000 yen for Extraordinary Mary purposes and 4,884,543,000 yen for the or- dinary appropriations.
With the new addition the total will be 0,400,500,000-the greatest appropriation the Japanese taxpayer has ever had to face.
The Japanese expenditure for 1939-40 will now be as follows:
