SHANGHAI SITUATION

Shanghai, Feb. 29.

With "some points" still held unsatisfactory by the Japanese authorities, negotiations will be re- sumed to-day between Mr. C. S. Franklin, Chairman of the Municipal Council, and Mr. Yoshiaki Miura, Japanese Consul-General, regarding technical affairs for a possible settle- ment of the terrorist situation in the

Settlement.

Fresh instructions from Tokyo reached the Japanese officials here on Monday afternoon and the officials of the Army, Navy and Consulate met in a joint conference at 4 p.m. Following a two-hour discussion, the Japanese authorities decided to make further representations to the Muni- cipal Council to-day,

understood that Tokyo authorities also expressed dissatisine- tion at "some polats" of the Muni- cipal Council's reply and Foreign Minister Arlla Instructed ConsuI- General Miura to continue negolla- tions to straighten out these points for a complete settlement of the situation,

Meanwhile, the Municipal Council's reply to the Ave-point Japanese demand was understood to be along the following lines!

(1) In accordance with the emer- gency regulations of the Municipal Council promulgated on July 19, 1938, the Council will continue control of anti-Japanese terroristic demonstra- tions in the International Settlement. (2) The Municipal Council au- thorities welcome co-operation of Japanese consular police and fen- darmes in the control of anti- Japanese terroristle demonstrations in the Settlement. However, definite mensures concerning such co-opera- tion should be decided upon through negotiations between the police au- thorities of both sides concerned.

(3) Further efforts will be made
