A report from Shanghai states that the Japanese demands presented to the Shanghai Municipal Council on February 22 fall broadly into four items: first, arrest of territorists, second, enlargement of the Japanese police: third, reorganization of the S.M.C., and fourth, reservation by the Japanese army of special actions ander necessary circumstances.
In presenting their demands, it is reported, the Japanese authorities Intimated that in order to avoid
