A report from Shanghai states that the Japanese demands presented to the Shanghai Municipal Council on February 22 fall broadly into four items: first, arrest of territorists, second, enlargement of the Japanese police: third, reorganization of the S.M.C., and fourth, reservation by the Japanese army of special actions ander necessary circumstances.
