GUAMNAVAL DEFENCE PLAN REJECTED BY CONGRESS

WASHINGTON, Feb. 23.

THE HOUSE OF REPRESENTATIVES to-day rojected a proposal in the naval air base Bill to spend $5,000,000 on the improvement of Guam harbour.

Under the rule of the House, however, there is still a chance that the decision may be reversed.

The action was taken after a stormy three-day debate on what was practically the only controversial item in the Administration's $552,000,000 defence Bill.

COMMENT ON REJECTION

Washington, Feb. 23. Commenting upon the House rejec- tion of the Guam project, foreign affairs experts said it was the first stone In the leat of United States determination for her future role in the Orient.

Administration officials, who plead- ed for the approval of the Guam project as an "answer to the dicta- tors", drew attention to the fact that the measure received 100 votes, which

some interpreted as votes against the traditional United States position in the Far East.

JOHANNESBURG, Feb. 23.

THE SUPREME COURT to-day reserved judgment on the petition of Mr. Charles Bedaux, prominent American efficiency expert and friend of the Duke and Duchess of Windsor, asking for the order to be set aside, that was made by Judge Solomon in the Supreme Court last Friday, authorising the Sheriff to attach his person.
