FURTHER BORDER CLASHES Hsinking Protests To Soviet Union

HSINKING, Feb. 9. THE MANCHOUKUO GOVERNMENT to-day lodged a strong protest with the Soviet Union through the Soviet Consulate- General at Harbin against another allegedly illegal crossing of the border and attack on the Japanese patrols by Soviet troops.

Dispatches from the border outposts indicate that scores of Soviet troops riding in three motor-lorries crossed the frozen Argun River forming the western border between Man- choukup and the Soviet Union at 3 p.m. on Monday.
