Japanese Give. Orders To Foreigners

Shanghai, Feb. 2.

A Japanese spokesman annoumotdi to-day that the Japanese authorities yesterday notified the foreign con- sular authorities to evacuate all their nationals from Kuling before February 10, after which date the Japanese army would take absolutely no responsibility for the safety of foreign lives and property at Kuling. The notice stated that foreigners musi evacuate to the Japanese lines in a single group at a set time and carry national flags,"

It was indicated that the Japanese army would bomb the area, tegard- less of whether Chinese guerillas hold foreigners us hostages. This was Chungking's responialblaty, Foreiga property was unsafe owing to gueril- la operations in the vicinity,

The foreigners at Kuling comprise 37 Britons, 12 Americans, nine Ger- -mana and sirvers of other intiorinli- ties. Many are olderly and haveï boen bed-ridden for many· YORIY United Press.
