Novel American Scheme Stops War Supplies To Japanese

WASHINGTON, Jan,, 9.

AN APPEAL by Mr. Cordell Hull to American aircraft manufacturers not to export planes or bombs to countries whose armed forces are accused of bombing civilian populations has been almost completely successful in preventing such American supplies reaching Japan, according to the annual report of the National Munitions Control Board.

Mr. Hull's appeal for volun- tary co-operation by manufac- turers was issued on July 1.

Since then the exports of air- craft to Japan have been negligible, although they totalled nearly $9,000,000 in the first six months of the year.

According to the report, there was only one notable exception among the manufacturers agreeing with the Government's policy.
