AN APPEAL by Mr. Cordell Hull to American aircraft manufacturers not to export planes or bombs to countries whose armed forces are accused of bombing civilian populations has been almost completely successful· in preventing such American supplies reaching Japán, according to the annual report of the National Munitions Control Board.
