WASHINGTON, Dec. 20, Eliminating one of the Jesser points of friction between Germany and the United States, the German Charge d'Affaires has notified Mr. Summer Welles, the Assistant Secre- tary of State, that all Inheritance

credits due to Americans on the estates of persons deceased in Ger- many would be transferred to the beneficiaries in full.

The Charge d'Agaires call on Mr. Summer Welles was the drst U.S.- German direct diplomatic

contact since the Ambassador, Dr. Dieckhoff left for Berlin in November.

It is regarded as the first Gerthan step to clarify some of the problems disturbing U.S.-German relations. Diplomatic circies believe, however, that resumption of normal relations Is not to be expected unless Germany replies satisfactorily and soon to both recent United States notes, the frst seeking antisfaction on the Austrian debt question, and the second re- quiring assurances that there will be no discrimination against Americiins in Germany on account of the race
