Ciano May Defeat British Pact Plans
London, Aug. 23.
It is learned from unimpeachable sources that Count Ciano, the Italian Foreign Minister, has admitted to the British Charge d'Affaires in Rome, Mr. Noel Charles, that Italy is sending officers, men and munitions to Spain.
It is learned that Count Ciano classified the officers and men as replacements, and not reinforcements.
Some informed circles predict that Great Britain will now declare that the Anglo-Italian friendship pact cannot be consummated, although a study of the Agreement reveals that it does not contain any definite pledge that Italy will not send reinforcements to Spain.
The news has been received most unfavourably in London, coming as it does on top of General Franco's rejection of the British plan for the with- drawal of volunteers from Spain.
