Admission of Count Ciano May Defeat British Pact Plans

London, Aug. 23.

It is learned from unimpeachable sources that Count Ciano, the Italian Foreign Minister, has admitted to the British Charge d'Affaires in Rome, Mr. Noel Charles, that Italy is sending officers, men and munitions to Spain.

It is learned that Count Ciano classified the officers and men as replacements, and not reinforcements.

Some informed circles predict that Great Britain will now declare that the Anglo-Italian friendship pact cannot be consummated, although a study of the Agreement reveals that it does not contain any definite pledge that Italy will not send reinforcements to Spain.

The Japanese forces on the north bank of the Yellow River are now moving southwards from Singyang, west of Chengchow, in an attempt to capture Menghsien and Wenhsien, opposite Loyang, and thus threaten railway communication between Hankow and Sian.
