An Insurgent seaplane, carrying out a midnight raid over Valenela, bombed and sunic the Brillah steamer Dellwyn as it was riding at andor last night, according to report Issued its morning.

Berlin, July 27. On and after October 1. all persons of German nationality over 15 years of age domiciled in Germany or with permanent abode in the Reich, will be required to carry an identification card issued by the police.

This card, which will be known as a "Rennkarte," will bear the nune and description of the holder, to- gether with his photograph and Anger-prints.
