Asked what further steps Japan intended to take to settle the dispute, the spokesman said that diplomatic means were not yet exhausted.

Using More Restraint Tokyo, July 22, Japanese newspapers ure report ing the Munchukuo-Siberian border Incident with more restraint.
Among the chorus of denuncistory reports, two prominent newspapers give comparatively harmless inter- pretations of Russian military mes- sures, and refuse to see any reason for an increase in Soviet-Japanese Lension.
The Asal Shimbun declares that It has proof that Soviet troop move- ments are not reinforcements from uther districts, but are merely re- gular relief movements.
The newspaper believes that the nensures were taken for safe, reu- sons in connection with the recent flight to Japan of General Lushkow.
Great attention Is also being paid in Tokyo to a statement by General ormer Commander-in-Chief Kaisu, former
of the Japanese Army in Korea, who kewise connects the Soviet troop movements with the desertion of General Lushkow.
On the other hand, rame political circles express the opinion that the occupation of the Changkufeng Hills by the Soviet forces and the attitude of the Soviet Government on the subject has created a situation that careful watching. Trans- sle

A further 2,000 Japanese reinforce- ments, together with a considerable supply of mechanised units, have been landed on the southern bank of the Yangtse between Hukow and Peng- tsch, where the Japanese have now concentrated two complete divisions of troops in readiness for the attack on Kiukiang and Nanchong,
