Mr. Alfred E. Blanco, director of the Anti-Oplum Information Bureau, has called upon the League of Nations to halt all opium smoking and eating throughout the world by 1940.

Estimating that 1,000 tons of opium are being consumed this year, Mr. here that if the League would adopt Blanco declared in a press statement this ten-year plan there would only be 200 tons of opium required at the end of the decade.
