No doubt you are wondering whether your duty lies that way; wondering, too, how sound and sonalblo, how effective, the proTM Raid Precautions Air gramme of the Home Office is likely to be.

For some time now I have been nctively associated with the work of "AR.P." and I recently made A thorough investigation of the almline "panic defence" measures of Paris and Berlin.

What I found out there, and what I know of our own organiza- tion may help you to-day. Here it 18-

In addition, two large shelters, capable of holding some thousands of people, have been constructed do the Paris underground rail- way, and more are contemplated. GREAT are the possessions of His Highness Ruknuo-Daula, Nawab of Bahawalpur, in the Punjab. Many are his jewels. One of the fairest of them, a ruby which cost £40,000, vanished from the treasury at his palace two weeks ago.

Four goldsmiths were suspected. To-day they were arrested at Lahore Station.

E have much to learn technically from France and Germany. But it

is at least comforting to know that our own air raid precaution plans are as good as any other.

It would be more comforting f we would realise that the need for this defence against aerial attack has brought French and German people to a clear understanding of the high folly and futlilty of war.

The one effective air raid pre- caution would be frank discussion with these countries and others of the political and economic methods of co-operating for peace.

£1,000,000 For New Hospital

Cape Town.

Sir Patrick Duncan, the Governor- General, to-day opened the new Groote Schuur Hospital here. It was built and equipped at a cost of nearly £1,000,000.

Sir Patrick said that the hospital was a monument to the foresight and public spirit of the citizens of Cape Town.
