Sir,In addressing this letter to you I am not acting only on my own

behalf but also on behalf of the very many families who are in a similar position and who are auftering silently..

It is hoped that this letter moy attract the kind attention of H.E, the Governor as I am aware of the great interest that he takes in the welfare of all the residents of this Colony, be they rich or poor, European or Chinese. I am sure that H.E. alone can take the necessary action to avert what threatens to develop. Into a very acute situation bringing in its train suffering and distress to a large number of permanent residents.
