SAN FRANCISCO. JAPAN IS MOVING SWIFTLY TO REAP THE COMMERCIAL GAINS AND ADVANTAGES OF HER OCCUPATION OF THE FIVE PROVINCES OF NORTH CHINA, ACCORDING TO A SURVEY OF THE INSTITUTE OF PACIFIC RELATIONS.

The most important move to date has been the pro- mulgation, by the puppet "provisional government of the republic of China," which the Japanese get up at Peking, of an extensive slash of customs rates in favour of the major articles of Japanese manufacture. The new tariff rates already have gone into effect, giving the Japanese such an advantage over other countries as not to leave the open door policy "not even ajar," according to the Institute.

One of the most important slashes made was that on Japanese cotton, rayon and linen textiles. Here the cut was so great that it is hoped it will offset the tariff increases that have been in Japan's overseas markets in various parts of the world.

In the field of cotton alone, the old consolidation tax on cotton goods has been abolished entire- ly, as has also the export tax on raw cotton from North China,
