"Cat" Is Really

Not many years ago Hongkong witnessed floggings of prisoners in public. One convict received a total of 239 lashes.

What is the "cot''?

It consists of a long wooden stick, to the end. of which are attached nine 20-Inch long strips, of cord, interspersed at every six inches with knots of silk cord.

For what is the "cat" administered?

For offences within prison-inelting to mutiny, Assaulting a prison officer, or for a particularly brutal assault upon a fellow convict.

The court can inflet the "eat" for robbery with violence and also upon men convicted as "incorrigible rogues of a certain type of offence connected with white slavery,

The "ent" is usually administered in doses of twelve, eighteen, twenty-four, or thirty-six strokes. If more than twelve strokes are given the flogging is carried out by two warders, one left hand and one right hand.

When a convict is to be nogged he is taken to a place away from the other prisoners and Is examined by the prison doctor, who has to certify him able to receive the punishment.

About twenty floggings with the "cat" are administered in Brilish gaols every year. The number shows a gradual increase.

This is due to the appearance of the gangster element in this country, and it is at present re- garded as the only effective method of stampingt out this menace.
