Call that Peace Conference NOW-
I
Tis more than ever neces- sary to-day that the people of this country should "have a clear view of the international situation, for the National Government is
once again following path of foreign policy which is bound to lead to the most disastrous results.
It has so far jeopardised the safety of this country and of the British Empiro during the past six years that it is forced by its own desire to stave off the evil day to continue upon a One of policy that will tend to the buliding up of the power of Germany, Italy and Japan.
A
8 against this narrow and short-sighted policy of a temporary appeasement the Labour Party has a much bolder and more realistic policy for peace.
The Western Pact, which is talked of as the aim of the "National Government, means nothing but the setting up of Germany, Italy, France and Great Britain as the dictators of Europe. They will, in fact, order and con- trol the smaller nations. Hitler wut be allowed freedom in the South and Fast to build up the power of German militarism.
His so-called anti-Communist alliance with Japan, Italy and Franco is nothing but a pact against democracy.
The entry of Germany and Italy into a League of Nations, of which they would consent to become members, would bo to turn that League into an Instrument of international Fascism.
Yet these are the contemplated · stops which formed the basis of tho Titler-Halifax talks.
T
HEY may temporarily satisfy the wolves of Fascism by throwing to thom the bables of European -democmey; they may oven extract A promiso not to touch the bables of the British Empire for -a 'tow years, but this gives no
security,
The wolves may be appeased for the moment, but they will become even mora ravenous in the future. After the next world war, we shall all elt round a conference table, victors and vanquishod alike,
and work out another and a worse **Treaty of Versaillos."
That is not the politics of practi- cal realism: it is the politics of the lunatic asylum.
The Labour Party starts with this simple and obvious proposition: Let us have the Peace Conference
before and not after the next war.
Not only will it save us all the waste and horrors of war, but we shall be able to hold that confer- ence, in a temper and atmosphere of construction instead of destruc- $101.
Thi peace conference must, however, be democratic. It must not be arranged merely to give its sanction to a policy worked out by those powers. The smaller nations have a great contribution to make to such a conference.
The objective of auch a conter- ence must not be the mere tem- porary appeasement of this or that disgruntled power.
What we want to start out upon is the creation of an international system of world development which Will diminish and eventually obviate altogether the need for
.
war.
The Labour Party nota ita face absolutely against the employing of force to settle any disputes. national or international. loves in the rule of reason.

We, at any rate, have enough faith in our own sincerity and in- Auence to believe that a bold lend for peace by Great Britain would meet with a ready response.
The contral keynote of that lead must be planned abundance. The imperiallit method of world development has falled in two vital particulara.
First. it leads to those economic rivalries which are such a potent cause of war.
Second, it necessitates scarcity- -creation of all kinda which de-
prives
the world of much-needed commodities and creates a strugglo for enough between the countries.
ኢ። orainst this system scarcity-controlled monopoly we want 10 see a co-operatively planned world abundance.

We must get a world Peace Con- ference to work on the task, and. thereby divert the mind of the world from a war-solution of its economic problems to a peace- solution.
During the time that wo tise in working out the scheme, it will be

possible as we approach nearer to the solution of our problems, to drop the insensate armament pro- grammes which are wisting such vast resources to-day,
Just imagine what could be done in the way of raising the standard of living in every country if the thousands of millions of pounds spent annually upon war materials were to be spent upon the increase of our productive capacity the world over.
The first practical step to be taken would be for Great Britalo -the greatest imperialist country in the world-to offer to pool her Colonial resources with any and all other countries who would join
with her.

The resources thus made nyail- able to the group of co-operating countries would be managed by them co-operatively.
BVIOUSLY the more wealthy, prosperous and productive the colonies become, the more prosperous will be the countries with whom they exchange their goods.
In order that no one country of the group should gain an unfair advantage of Its co-operators in the matter of exchange we should have to have a group currency in the colonial dominions againat which each individual country would have to balance its own currency.
This would be a first step to a fuller and more completely planned economy for the group as a whole,

A group economic general staff would act as advisers in the plan- ning.
As it was being worked out and applied, the group countries would grow more and more prosperous.
Trade barriers, themselves im- plements of scarcity planning. would disappear, to be replaced by abundance-plan- the, conscious ning of the economic general staff.
W
7HAT countries would respond to this invi- tation - this alternative
to the most ghastly tragedy of war? That is a matter of specula- tion.
France and Russia probably, to start with; the smaller democra- cles of Europe would have overy- thing to gain by coming in.
Indeed, around nucleus con- alsting of Great Britain, some of the Dominions, France, Russla and, let us hope, a democratic Spain, there could be bulit up a group of the smaller democrátic powers.
This group or Longue of Nations would be real Lengue, not cilng- Ing around some hazy political objective, but knit closely by the day-to-day tics of a economic interest.
common
It would still be necessary in the early stages to have defence forces. The greed and aggression of Faselsm would not disappear la a day.
̈À ̈ ̄group ̈defence-general-staff- would be able to co-ordinate those defences co as to be adequate to protect any and all members of the group, blg states and little alike.
Sooner or later, even the most aggressive dictator would realise that his chances of winning what he desired by war were too great a risk to his own position.
The eventual far-off objective is a world economic confederation, because it will only be when the economic resources of the world. are fully pooled and mutually en- joyed that all danger of war will disappear
This is realism, this is an Imag- inative and bold lead to the world, which is precisely what the world needs above all to-day, and the only political party in the world that can give it is the Labour Party of Great Britain.
D
IFFICULT and arduous
is the task of construc- tion. But it in casler and better than fighting another world war and it is a job into which wa can throw all our heart and energy because it la constructive.
It will build a better and a real League of Nations, based upon soild foundations, honest in its purpose and genulaic in its desire to create an abundant and happy ille for the people of the world.
What is needed to make this pos- xibility a reality is the solid back- ing of the common people in our own country. It is their best and only way to protect themselves from the horror of another Arma- reddan.
The Labour Party has given a clear-sighted -direction to the country and to the world, how war can be avoided, how peace--a per- manent peace-can be built up.
Let the common people give us the power to carry through that programme.
-To-day's Thought -------- WIEN everyone has a ruffici- ency of necessities, there 10ll bo peace. No one fights when content.
