New York, Feb. 7.

The New York Times, in an editorial on the Note to Japan regarding battleship tonnages says that it is a "straightforward request for information which is of legitimate and urgent interest to the United States."

"The association of France, Great Britain and the United States in despatching a joint inquiry to Toyko is not suspicious, nor is it an association with some covert reason. It is an effort to comply, in complete good faith, with the terms of one of the most important treaties in history-one which limits. naval armaments.

"There are profound reasons for hoping that Japan's reply will be made in the same spirit as that in which a legitimate question has been put, and particularly for hoping that Japan will wish to take advantage of the proposal for a fresh discussion of the whole question.

"If no reply is received within the! time stated in the Note, or if Japan's | reply should be such as to confirm reports now circulating, there can be no doubt but that our Government will move promptly and in the in- terests of our own national defence, and-wolve-the-limitations-nowi force."United Press.
