Japan's secrecy and refusal to agree to imitation of the size of gun calibres is disturbing the Government and wild rumours of Japanese naval f plans luve probably caused more thon the apprehension public netual facts, if they were known, would warrant.
The United States' answer is seen In the Vinson Bill, where authorisa tion for new battleships of specified tonnage but not of numbers is found. If rumours of Japan's building of well- huge battleships are proved
founded it is hely the United States Will build two large battleships under the Vinson Bill instead of three ot treaty size. From the nature of the opposition there is no doubt but the rearmament programme will have at swilt passage.
Opposition 10 the rearmament policy has crystalised in the Senate, with Senator Hiram Johnson of California intimating that he would raise the question of United States' D naval foreign policy in relation building in the subsequent debate. He added the Senate ought to assert itself and learn what that policy is. Nobody knew at present.
No one man should have the power to decide on foreign policy secretly, said the Senator,
