Washington, Jan. 28.

President F. D. Roosevelt's national defence message was delivered to Congress to-day. It opens with a recapitulation of the Government's efforts to find a way to limit armaments and "establish at least the probability of world peace." Hitherto these efforts have failed, the message adds.

America could not abandon active search for an international agreement to limit armaments and end aggression, but it was clear that until such an agreement was reached ("and I have not given up hope of it," Mr. Roosevelt said) the United States would be compelled to think of her own safety.

"It is with the deepest regret that I report the armaments increase to-day at an unprecedented and alarming rate," the President declared. "It is an ominous
