Excellency nual dinner. His Governor, and His Excellency, the Naval Commander-in-Chief and our other guests, have a measure of res ponsibility for us throughout the year und it is at this time that a review f our progress is made.
Again I have to report the keen- ness and officiency of Chinese Volun teer Ratings. The average attendance is much above the statutory requirs- ments.
AL the meeting of the Finance Committee in July, presided over by H. E. the Officer Administering the Government, Mr. N. L. Smith, I was encouraged by the reception given by His Excellency to a proposal that Chinese Volunteers attending drills should be given a meal before cacti drill. Many come a long way, and meal on arrival bucks them up.

The fourth training season closed on December 31, 1937.
His Excellency the Governor has honoured the Force by accepting the rank of Honorary Captain. (Ap- plause).
FULL STRENGTH During the year the Force haa reached full strength. Approval has been sought to increase the establish ment and develop a further three branches of essential training, I har hoped to be able to say something de- finite on this subject. No serious dit- ficulty is foreseen in securing the necessary personnel.
The H.K.N.V. Advisory Committee will operate as soon as approval to in- crease the strength is granted. The Committee consists of the Hon. J. J. Paterson, Mr. J. R. Masson and on. Comdr. A. L. Shields, in addition to the members of the existing II.K.N.V. Committee.
