The Commanding Officer presented his annual report ns follows: Your Excellencies and Gentlemen.---Each year the Force has the opportunity, in the limited space available in the ship, of welcoming guests at its a nuní dinner. His Excellency the Governor, and His Excellency the Naval Commander-in-Chief and our other guests, have a measure of res- ponsibility for us throughout the year and it is at this time that a review f our progress is made.

should be given a meal before each drill. Many come a long way, and a meal on arrival bucks them up.

At a time when heads of depart- ments were threatened with dire penalties if they exceeded the bounds of economy I put the proposal forward with great trepidation. His Excel- lency concurred immediately, remark ing that it was "a very good idea", Doubtless the ratings also concur immediatelyl

During Combined Operations in March, Officers were, as in previous years, in command of patrol craft. An nggregate of twenty-two ships, In- cluding two of His Majesty's ships, were given to the Force. One was on patrol for 88 hours during four days and nights in every type of weather, even to dense log with no visibility.

Omeers resident in the ship again distinguished themselves in the an nual examination, and once more I commend the environment of the ship to ambitious junior officers.

Continuing, His Excellency sald "The will is there and we are going to find a way to expand th force as soon as possible. Both the Ad- miral and the Commissioner of Pollee will be glad to hear this."

The report for the year was the more encouraging in that it was a held many dificulties but year which despite that, the Force had managed to attain full strength."

The examination results were sur- prisingly good as were also the comments on the Force's part in the combined operations.

His Excellency said he could con- gratulate the Force on obtaining Cmdr. Kingdon ng Officer Inspector and be wished him the best of luck. It was after reading his report that he visited H.M.S. Cornflower and he wished to thank the officers for the way in which he was received a that occasion. The crew were smart and the officers were obviously the best type of man for the job. That Job was to be one of the first lines of defence of the Colony.

TIMES HAVE CHANGED There

a time when Volunteer Force could be laughed at a time he could remember him- Fell-when

they were not very emcient and perhaps they regarded their work then as something to occupy their spare time more than anything else. From what he had read, seen and heard of the Hong- kong Naval Volunteer Force, there was nothing of that spirit about them.
