TWO PLANES BRING MAIL FROM SOUTH

Unique in the history of aviation in Hongkong is the fact that the week- ly Imperial Airways Air Service from Bangkok will be run in two divisions to-day.

The Bangkok terminus has been so luundated with mall and freight for Hongkong and other Fur Eastern centres that it has become necessary to temporarily put two planes into service.

The Daedalus, a new De Havilland, will arrive with mail and two passen- gers at 1 o'clock. Within a lew hours she will be followed by the Delphinus, which will also bring mall and freight.

HONGKONG'S LAWS NOW MODERNISED

(Continued from Page 1)

Royal Air Force has no status in law. For instance, it is an offence for the Royal Air Force to store dangerous goods, such as petrol, munitions, etc.. without permission of the Inspector General of Police,

An interesting Ordinance which Is being repealed in its entirely is the "Penalties (temission) Ordinance", which is similiar to the "Ticket of Leave" Regulations in British pri- sons, and empowers the Governor to release prisoners before expiration of their sentences on licence. But the Ordinance has never been used in Hongkong. Thousands of prisoners have been released in the last four yents, but their release has been due to remission of sentence, forced on Government by overcrowding prisons.

of

Air Force officers will receive exemption from jury service by an amendment to the Jury Ordinance of 1887, another Ordinance passed before the advent of aviation, and making allowaner only for naval and military

offleers.

The Prevention of Crimes Ordin- once of 1887, is to be repealed altogether. It is another Ordinance, passed fly years ago, which never been enforced.

las

Actually, the revision of Hong- kong's Ordinances will not introduce new matter into the law of the Colony, but has been confined to the collection of the existing law, the correction of obvious errors, the standardisation of expression, and the removal of Inconsistencies. The Revisions will

come Into force by proclamation.

Death Penalty

Punishmont for violation of those Japanese regulations includes the death penalty.

The Japanese spokesman said that would remain ta these regulations force as long as military operations continue or an army of occupation remains on Chinese soil.

The regulations apply to other districts In Chinn as well as Shang- hai and will include anyone visiting the areas as well as residents. He sald that the Japanese authorities had not yet notifed the foreign Con- sular authorities and "It was not de- elded yet whether to notify them.” Ile explained that "this actunily is not the abrogation of Extrality, since Extrality is a territorial mat- ter affecting the Chinese Govern- ment.

"These regulations are applicable only to offences affecting the Japan- ese forces directly."

The Japanese spokesman was ask- ed why, since Japan was taking over the Chinese functions as in the case of the Customs..and Post_Office, etc. she was unwilling to assume the complete obligations of Extrality in territory still part of Ching although under Japanese occupation, He sald: "This is the only way to

pro- tect

und the Japanese forces, necessary in view of the fact that military operations are continuing. The Japanese authorities are prepar ed to give full consideration to in- ternational law as well as the pro- visions of treaties between Japan and foreign countries. We prefer not to think of it as violation of Extrolity, since it only affects the armed forces."

The spokesman was asked whether he expected the foreign Govern- ments to agree to these regulations. He replied: "It must be remembered that the regulationss apply to the Japanese and Chinese, as well third party nationals. Such regula- tions were put into effect some time ago at Tientsin and they did not give rise to misunderstandings."
