Calm Expectancy

Washington, Déc. 14. Note to Japan in regard to the Panay With the presentation of the formal incident, the atmosphere here is one of calm expectancy.

Mr. Cordell Hull, the Secretary of State, called on President Roosevelt at the White House to inform him of the latest developments, and later received the press, but had virtually nothing to impart.

Asked about the London reports that the British and American gov- ernments were co-operating closely in matters arising from the Yangtse incidents, Mr. Cordell Hull replied that he had nothing new to say, but unofficially it was gathered that the two governments had maintained the closest contact since the bombings were first reported.
