London, Dec. 6. Despite recent incidents, Government leaders are agreed that the British Empire will not consider retaliation against Japan, at least until April, when Britain's re-armament programme well advanced and the Navy is equal to any possible opposing combination. Therefore, the present British policy will be to attempt to prevent any overt Japanese act against Hongkong.

On the basis of Army and Navy leaders' reports to the Cabinet, Great Britain considers herself unable to take armed action in the Far East and at the same time defend her European interests.

Yvon Delbos, French Foreign Minister has approved of the new Warsaw- Bucharest axis is the spread of reports that France is prepared to cease regarding the Franco-Russian alliance as the keystone to the French continental defence system.
