In view of these facts, the com mittee recommended that the Nine- Power Treaty States be invited to meet to consider the dispute.
THE ONLY WAY
There were those who nald thei League. In addition to making re- commendations, should take erons- mie action of its own. That ignored one essential factor. It was only when the extent of the co-operation to be expected was known that one could tell whether any given action was likely to be effective. The bails of the League alone did not satisfy that condition, and to embark on any action without knowing whether it was likely to be effective, would not only inve been futile, but de finitely dangerous.
The action which the League did take of consultation between the States adhering to the Nine-Power Treaty, was the only hopeful line of approach, Je declaredBritish Wireless.

Increase In U.S. Silver Imports Seen
May Be Motal Hongkong Sent
Indirect Aid For China
Washington, Oct. 28. "The Department of Commerce" has revealed that there has been n 14-fold increase in silver im- ports from London during a period of eight weeks.
Unoficially this is believed to be partly attributable to Chinese ex- ports, via Hongkong.
For eight weeks, ending October 10, a total of 4,779,009 ounces of silver was imported compared with 337,000 ounces for the previous eight weeks. Officials have withheld the cause for this. However tircumstances in- dicate that the silver is most likely part of that which China shipped to Hongkong at the outbreak of the Oriental conflict. In such an event, the United States purchases in- the financing directly contribute to

There have been no official exports. suggesting that even if China's silver has not directly reached the United Slates via London, nevertheless this movement of metal would probably hove affected the world price but for the manner in which the United Slates entered the London market for the purpose of preserving the price. -United Press,
