JAPAN NOT ATTENDING
This morning's newspapers agreed that Japan has decided to decline to participate in the Brussels Confer- ence.
Domel declares that the Cabinet will endorse this decision this morning and will then obtain Im- perial Sancllon, after which a formal reply will be made to Belgium,
The Arahi Shimbun, however, states that there is still some discus- sion of the actual wording, and ihle may delay the reply for one or two days.-Reuter.
