D

EAR LORD RAY- LEIGH, now that the scientists of the British Association have dis- persed at Nottingham today, it will be to reassemble under your presidency at Cambridge next year.

You will occupy the chair which your father 'graced before you-a distinction achloyed, not by here- ditary privilege nor by right of title, but in the true democracy of science, by your own merits as a sclerlist.

the B.A. is Over

OPEN LETTER to Lord Rayleigh, next year's president of the British Association meeting, from Ritchie Calder..

G. W.. Kaye, its chairman, hins shown ne Nottingham this year, la now trying to secure paseo nd privacy for the people in sum-clearance flats.

Last year. Mr. H. G. Wells appeared As the unexpectedly at Blackpool. with it

Brent exponent of the social function of zelenice, lie had never and much respect for the scadernic back-scratch- ing of the British Association. But he came, he saw, and was conquered. At tho age of 70 he joined the Asociation.

The honour carries ardus duties and heavy respon- gibilities, For the British Associa- tion is the sounding-board which makes the voice of British science .resound all over the world.

Will you use it to sound a chal- inge?

Will you speak for all those scientists who have been silenced

who, by tyranny Dr

like Dr. Graefer at this year's meeting, ara the ventriloqutal voices of dic- tatora?

Will you say, in no uncertain way, that science, which can do so much to advance civilsation, will refuse to be an Instrument for ita destruction?

Will you reaffirm the transcen- dental truth of science-that it seeks knowledge for the common good of all mankind?

And this year he has made, as prent- dent of the Education Section, ale of the most notable contributions in the history of the Association.

11e has wed the sounding-lionrd to the best effect, and, in years to come. when the children of the world enjoy the true democracy and enlightenment will tank the of education, they British Associatto. for providing a platform for Mr. Wells.

This year, too, the Coumell of the has taken the British Associatint initiative in showing the nations of the world that they are numbers of a great commonwealth and in furthering the cause of internation) pate."

As a begining. It is sending a dejni- tatlon, under Lord Rutherford, India, to sit in joint session with the

for you become the age of 100, is me president when the Association, at in the full vigour of Its second when is becomlur n' youth, dynamic social force, and when the lay public. In the form of the Trakts Union Congress, with all its Influence, is advancing half-way to meet the scientista by setting up n Selentific Committee.

I make these suggestions with much respect both for you and the B.A. There was a time. barely five years ago, when although it was

Circus supposed to be EL Science" on tour, its main feature then was its team of white elc- phauls, its academic tight-rope wakera, and its clowns who did the same tricks, year after year.

Thol was at York, in 1032, when the "Daily Herald" urged that the British Association should see that the scien tista Nould, as citizens, apply them. telves to the social problents which they themselves had helped to create or could help to solve.

T

THE following year, your famous and enlightened predecessor, Sir Freder-

ick Gowland Hopkins, both in his presidential address at Leicester, and in the Introduction which he wrote to my book, "The Birth of the Future," told the selenlists very clearly where their duty Jay. Members of the Council then asked us to put forward concrete pro- posis as to how the sections of the Association, each representing different branch of science, ́might be organised for the attack

on social problems,

To proposals which we then ande were embodied, substantially, in the proceedings at Aberdeen, under Sir James Jenns in 1934, when, may I re- mind you, Sir John Orr began his nutrition crusade.

10

as a model for similar international conventions

AND, now," a member of

the Council asked me. "are you, satisfied?"

No. And that is why I am addressing this open letter to you. To the British Association, I give grateful credit for what it has

done. There is still much, it can

do.

Will you, dir, give effect to the pro- posal which Dr. Waldemar Kaemp Hert, selenca editor of "The New York Times," And I made, as a deputation of two, to Bir Jodah Stamp last year. We had discussed it with Professor Conklin, president of the American Association, who, like all the foreign visitors, had been enthusiastically Im- pressed by the Independence and out- spokenness of the British scientists.

We proposed that the presidents of the two science associations of the Engilah-speaking peoples should issue a Magna Charta, a Declaration of In- dependence, of Belence, proclaiming that freedom of research and of ex- change of knowledge was essential. that Belente sought the common good of all mankind, that "national science" was a contradiction in terma."

Will you, ir implement our further proposal that the British and Ameri- can Associations should form

the

nucleus of a democraite "World Asso clalion of Selenco" concemed with tho solution of international social prob lems, functioning. perhaps. Ilko the Health Organisation of this League or like the LL.O.7

I know that the British Association is now negotiating with the American Association for a closer relationship by collateral membership and ex- change of publications, and that the AA. is like President Roosevelt, in dimculties with its constitution. But this, we Buggest. is something bigger.

It is imperative that selenco should nasert its freedom. The gag of State control is not confined to Italy and Germany.

on

We have suggested in the proper quarters that under your presidency there might be aymposium "Science and War"-the public bas the right to expect It-bit have been told that "there would be difficulties under the Oincial Secrets Act, pos- sibly under the Sextion Act,"

That, we maintain, is a challenge to you, as head of the Association.

Another suggestion which we should like to make is that, just na wo invo had this year au ndmirable sympo- 1 011 "Pinnning the Land of Britan." next year we should have _que_an_population.___thai urgent and

much misrepresented problem.

Tidemands the examination of the biologists, the psychologists, the eco- numisla, the agriculturbis, and the ericcafionists-even the engineers, for unund up with it is the whole question of industry. Within four years the ropulation of this country will begin to <decline

F

URTHER, the B.A. might do a great service, first by discussion on "The Use. Abuse, and Non-Use of Scien- tile Discovery and Invention," aud, secondly, by acting up a standard committed to hold watching brief on invention.

11

Vested interests are smothering, or "putting in the lee-bor" discoveries which might benefit society or crente new industries but which are sup- pressed because they threaten their profits.

We suggest. too, that the British Association should lavite, through their Trade Unions, the industrial workers, whom zelence affects at every turn, to become lay members of the Assocla- tion.

They can, I know, Jolaadividuals. or their unions can by paying £31 10s. become corporate members,

Yours sincerely,

Ritchie Calder
