CRITICISMS ANSWERED

COLONIAL SECRETARY

-DEFENDS MEDICAL DEPARTMENT ACTION.

The Hon. R. A. C. North, Colonial' Secretary, to-day replied to a number of criticisms of Unofficial Members put forward at the last meeting of the Legislative Council.

With respect to the water supply problem he preferred to await developments at present in the hands of other officials of Government,

While expressing his concern with the narcotic traffic in Hongkong, he did not feel that flogging of offenders would serve to deter their operations.

Defending the Medical Department against criticism in connection with the cholera epidemic, the Colonial Secretary declared that the League of Nations experts did not share the critics' views. He added that when the authorities cabled for vaccine supplies on August 15, they were not aware that an importer had ample stock here.

The Hon. R. A. C. Northi, Colonial Secretary, sald: Sir, In replying to the speeches which have been made on this motion it will be convenient if I take the points raised in order, beginning with the speech of the Honourable the Senior Unofficial Member. Agures like this would upset any estimale. Even 30 the supply in the early part of this year would have been adequate if the Jubilee Reservoir had filed In 1835; the shortage was in fact entirely due to lack of rain, in autumn and curly spring and had nothing to do with the capacity of the aqueduct or with the distribution syslem. In October last we were still hoping for an unseasonable downpour but it never occurred to me that anyone would base strang hopes on a reservoir that was nearly empty at the beginning of the dry season.

With regard to the cost of the Police Force it should I think be made clear that the estimate for 1030 was just under three million dollarn (1) Two and a half million dollars was the expenditure in the year when exchange roce as high as 276; when the 1930 estimates were in preparation the role was taken as 15./0.
