EVACUATING PAPAOSHAN

Move Made with Hope Of Avoiding Serious Clash in North China

SUNG CHEH-YUAN ORDERS TROOPS REPLACED BY MILITARY POLICE Shanghai, July 21 (1.30 p.m.).

The 37th Division of the 29th Army, commanded by General Feng Chi-an, has commenced the evacuation of Papaoshan, under supervision of Japanese officers, according to the Domei News Agency correspondent at Peiping.

Evacuation commenced at 10 a.m.

General Feng's troops are known as among the most truculently anti-Japanese units in the Hopei provincial army which General Sung commands. It is hoped that by their removal from Papaoshan, which is a golf course just outside of Peiping, that the danger of further serious clashes in this vicinity will be avoided.--United Press.

Shanghai, July 21, (1.54 p. m.),

Tokyo, July 21 (10 a.m.).

Japanese reports reaching here from Peiping state that General Sung Chch-yuan, commandant of the 29th Army, last night proposed to withdraw the 37th Chinese Division from Papaoshan between 10 a.m. and noon to-day,, and to substitute for the troops a military police force. Thus he hoped to prevent further clashes in Lukouchiao and the vicinity.

Lord Snell, speaking for Labour when initiating the discussion of the Palestine Report in the House of Lords to-day, said the members of the Royal Commis- sion who had investigated the situation and recommended partitioning, seemed to have arrived the conclusion that the country would never be united until it was divided. In his judgment the better and surer way lay in obtaining understanding and co- operation between the two races.

He complained that the Government had endorsed partition scheme and put forward the report before Parliament had had an opportunity to pronounce upon it. On behalf of the Labour Party he condemned the partitioning as inequitable and hazardous.
