TELEGRAPH. SATURDAY, MAY 1, 1937.

Why I AM a

DID not become a Marxist by reading the works of Kari'. Marx or any other writer. I Was driven, very much against my will, to an accept- ance of the main principles of Marxism by the practical ex- perlence of political life in this country.

When I joined the Labour Move- ment in 1024 I had all the anti- Marxist prejudices which are natural to a person who, like my- self, comes from a middle-class background.

In particular I rejected what seemed to me then, nad what still seems to we now, to be the central proposition of Marxlum.

That proposition is this: there is an inevitable confilet of Interests between those who are dependent for their livelihoods on wages or salaries, and those who enjoy what are called “in-

derived dependent

from means owner of property in the fields. factories or mlines of this country.

ARXISTS believe that this

Meeniet of interests is at the

battom of the whole political life of our times.

And they believe that in the long run It will be found far to outweigh all other political considerations; that the em- ploying, property-owning class will sacrifice anything and everything, in- cluding, for example, every form of democratic constitution to which they may have pledged themselves, rather than Imperil their interesia as property owners and employers,

But In 1924 I was very far from accepting this by no means pleasant view.

The first great event which shook this conviction Was the National Strike.

But the decisive thing for me was

Norma Shearer's Secret

New York, Apr. 21.

MISS Norma Shearer, announc

ing her decision not to play the part of Scarlet O'Hara in the film version of "Gone With the Wind," states that she has "other plans," but cannot divulge them at present.

Mr. David Selznick days: "Miss Shearer and we of Selznick International, have jointly de cided against further considera- tion of the idea.

"Our regret that Miss Shearer's decision and our own have made impossible our association this time is tempered by the hope that she may one day make a picture for us." Miss Norma Shearer has been liv ing in seclusion ever since her husband, Irving Thalberg, the pro- ducer, died last year. She declared then that she would never appear in any picture

Why I'm NOT a

MARXIST

by John Strachey

Former Labour M.F. for Aston (Birmingham), Then right-hand man to Sir Oswald Mosley. Left him when New Party became Fascist; later Joined Communists,

my experience as a Labour member of Farlament during the period of the second Labour Government, from J029 to 1931.

All through the period of the Labour Government, Mr. MacDonald never censed to declare, as he fund'dans bo- fore, and as he is still doing now, that the policy which liỏ was carrying out was not in the interests of the employers or of the workers; that it was a policy designed for the benefit of the whole community, irrespective of class.

I waited to see what happened. What did happen was the break- down of the Labour Government and the open enlistment of Mr. MacDonald and tils friends in the forces of the em- ploying class,

This event convinced me that the view which Mr. MacDonald and his friends had imposed upon the British Mr. Labour Movement was false. MacDonald and his friends taught the view and the present leaders of our Movement still bellove it. I am afraid that Labour Government could reconcile the interests of the workers and employer by a policy which benefited boli classes.

AM convinced that to say that you can serve the interests of the the employers without sacrificing Interests of the workers is, consciously deceive the or unconsciously, to workers most terribly.

For in practice this assertion has always been a cover for a policy which Das. In fact, utterly betrayed the interests of the workers for the benefit of the employers.

It was only after these experiences of practicni politics that I began to read the werks of Marx. Engels and Lenin, and to discover the reasons why things had worked out as they had.

belleve that to-day the question of whether or not we accept the view that the struggle of interests between the working and employing classes is the decisive fact of present-day politient life. is alt important.

For those who are convinced that this struggle inevitably dominates everything else will also believe that the various working-class political parties in this country should come of united together in some form working agreement.

I cannot think of the Labour Party And the Communist Party, for ex- umple, as two utterly different and separate parties which need have nothing to do with each other.

Now that their opponents are united, the working-class parties will never, I am convinced, be able to eballenge them effectively until they. too. manage to get together.

great was a cconomie -historian, Marx sald a number of things that no sensible man would wish to dispute.

But he made least two mistakes that his followers, particularly Lenin, have repeated and developed. One mis- practical. take is theoretical, the other

The theoretical mistake made by Marx, and repeated by Marxists, la to overdraw the picture. Marxista, like currency cranks, having discovered ono truth, imagine that it is the whole truth and try to force history and politics into ono idea.

Of course, economie causes are enormously important. They are pre- sent overywhere in history. But they are not the only, causes.

The fact is that as human beings we are not merely economic beings. We all think and feel about other things and are moved by other loyalties. And those other purposes of ours are just as important in history as our struggle for a living.

But the more important mistake made by Marxista, and particularly by Communists, is their reputation of continuous democracy. Nobody in the Labour Movement denies that the claS struggle exints. We all agree that it should be brought to an end by setting up a just society. We disagree about how that can be done.

Marxlats have always argued that -dic- revolution and the subsequent tatorship of the proletariat are the anly acthod of doing it. I nm not n Marxist because I do not believe that a Jus or decent society can be set up by that way.

A revolution means civil war, and quite apart from the question as to who would win such a war in England. It could never lead to grenier social

Justice.

T

HE victorious party, if it were the Communist Party, could only govern by foren It could only hold down oppusillon by the instru ment of political terror-by victimian- tion. torture, shooting and all the ♫ secret hideous paraphernalia of police. It would substitute one formn of injustice for another,

Whatever else is gained, social justter Is not gained by such expedients as these.

It is not that we and the Marxists want the same things and merely be Beve in different methods of obtaining them. The Marxists have, in my view, chosen method that cannot obtain the kind of socicly they say they want. When groups disagree including

groups that are economie classes-the Vill question not what they dis- ngree about but the method by which they are going to resolve their dispute,

If they are going to appeal to force. then sutini Injustice mast continue and. may grow greater. It is only if the appeal to force is repudiated or restrained that civilised progress is possible.

The vital point is whether a démo- cratically-elected Labour Government should set up a dictatorship of the proletariat, abandon democracy and govern by a terror. The Marxists may yes. I say no.

But it may be said that this case against Communism is all out of date. The Third International has changed Ra strategy. It has decided to support "bourgeots democracy" wherever it Cxist.

The much advertised programme of the United Front is all Bocial Services and almost no Beciallsm. Only three points out of thirteen contain any reference to tie soclalination of Indus- try at all-and two of those in the vaguest possible terms,

OES not this indicate that Marxists have ceased to advo cate revolution and now stand for democracy?

I am not sure. I scarcely think so. If it does, then the Communists have abandoned their political faith.

I can scarcely believe that this is I cannot help what has happened, thinking that the strategy of the Eng 1ish Communist Party is simply to help the Labour Party to win an election upon a democratic programme, to pro- voke a crisis and then to attempt to constitution. set up n dictatorship

Hitler ally"-os

did-behind the authority of the Government.

If that is the secret plan, then we can be no party, to it. If It is not, then the Communists have ceased to be Marxista.
