Mr. A. C. Morcing, Conservative, speaking in the House of Commons to-night, asked if the British Govern- ment would represent to the Chinese Government that in proceedings in the Chinese courts for the recovery of mortgage debts due to British subjects the defendant mortgagors should not be allowed to appeal to higher courts without providing full security for costs.

Lord Cranbourne, Under-Secretary of State for Foreign Affairs, replied that a petition for presentation to the Chinese Government was at present being prepared in Shanghai.
