DURING THE 23 YEARS HE HAS SPENT WITH THE PRISON DEPARTMENT, MR. J. W. FRANKS, THE RETIRING SUPER- INTENDENT, HAS HAD A LIFETIME OF EXCITING EXPERIENCES SUCH AS FEW MEN HAVE ENJOYED.
